I should have described the Douglas character as an army major general.

I associate it with Kirk Douglas, as a five-star general, singing it in a smoky nightclub in an uneasy mixture of comedy and drama titled "Top Secret Affair" with Susan Hayward, who plays a magazine publisher who wants to make a fool of him--at least at that point she wants to. He sings it over and over again, but it is not as though he isn't onto her motives. It is an act of bravado.
