This song is about men from the North-East being press-ganged intothe Royal Navy. The tender was a bit like a prison ship, withmarines aboard, who would go ashore and press-gang any able bodiedmen (and boys)into the Navy. This was particularly during theNapoleonic Wars but there is a long history of men beingpress-ganged into the Navy. Very young boys often became'powder-monkeys' because they were small and nimble enough to beable to work on the gun decks re-loading cannons and bringingpowder and ball to the sailors to load rifles.
